About Old Westham Civic Association

The Westham Civic Association By-Laws and Constitution were adopted on September 30, 1946. The object of Old Westham Civic Association (OWCA) is to promote goodwill and cooperation in all matters pertaining to the welfare, beautification, and general development of Westham; to provide for the protection and welfare of the residents through united action, and through the civic organization to provide means of solving community problems.

The Old Westham Civic Association has been working to preserve the unique character of the neighborhood. Please remember your board is ready and willing to hear your ideas that are in keeping with the Association’s by-laws to improve our neighborhood. Socially, we are active in creating an atmosphere of neighborliness through social events which include the annual meeting in October.


Our neighborhood stretches north from River Road, east from Ridge Road/Forest Avenue, south from Westham Creek behind Beechwood Road, and west from College Road. Over the years, the Association expanded to include Hepler Road, Paris Drive, Paris Ridge Lane, and Lindsay Court as those streets were further developed.  Our neighborhood now includes 350 single-family homes.


Our residents benefit from highly rated Henrico County schools, stable property values, and close proximity to Richmond’s retail and occupational destinations.
